Dr. Carolyn Jefferson-Jenkins Biography

Dr. Carolyn Jefferson-Jenkins is an internationally respected educator, historian, author, civil rights advocate, and speaker whose life’s work has been dedicated to strengthening democracy, advancing racial and gender equity, and preserving the overlooked histories that shape our nation. Across more than five decades of leadership in education, civic engagement, and public policy, she has become a trusted voice on voting rights, women’s history, African American history, community transformation, and inclusive leadership.

An accomplished educator with more than fifty years of experience in public and higher education, Dr. Jefferson-Jenkins has inspired students, educators, policymakers, and community leaders by connecting historical understanding with civic responsibility and meaningful social change. Her work bridges the classroom, the community, and the public square, demonstrating how education can serve as a catalyst for stronger, more equitable communities.

A nationally recognized leader in voting rights, women’s leadership, and African American history, Dr. Jefferson-Jenkins made history as the first woman of African American descent elected President of the League of Women Voters of the United States and Chair of the League of Women Voters Education Fund. During her tenure, she championed initiatives to strengthen voter participation, expand civic education, advance campaign finance and election reform, and encourage greater political participation by women and communities of color. Under her leadership, the League adopted a forward-looking strategic vision that emphasized diversity, inclusion, organizational innovation, and civic engagement for the twenty-first century.

For nearly three decades, Dr. Jefferson-Jenkins has represented the United States through the U.S. Department of State’s Speakers and Specialists Programs, engaging audiences in more than thirty countries across Africa, Asia, Europe, Latin America, the Caribbean, and the Middle East. Her international presentations have addressed democratic governance, elections, women’s empowerment, civil rights, the legacy of enslavement, African American history, and the impact of public policy on historically marginalized communities. Her ability to connect American history with global conversations about democracy, human rights, civic participation, and inclusive leadership has made her a sought-after speaker for universities, government agencies, professional associations, and international organizations.

Her scholarship has recovered overlooked narratives of American democracy while illuminating the continuing struggle for equal participation in civic life. She is the author of books exploring voting rights, women’s political leadership, racial equity, and urban neighborhood change, including "One Man, One Vote: The History of the African American Vote in the United States"; "The Untold Story of Women of Color in the League of Women Voters," recipient of the 2020 INDIES Bronze Award in Women’s Studies; and "From White to Black: A New Perspective on the Integration of Cleveland’s Buckeye Neighborhood." She has also authored numerous articles, curriculum resources, and publications on education, election reform, law-related education, and civic engagement.

Today, as Director of Strategic Partnerships for WEBB Squared, Dr. Jefferson-Jenkins works to strengthen entrepreneurial ecosystems by connecting existing and aspiring Black and Brown entrepreneurs with resources, policymakers, investors, and community partners to expand economic opportunity and build more resilient communities. This work reflects her longstanding belief that civic engagement, educational opportunity, and economic empowerment are essential to creating thriving and equitable communities.

Throughout her career, Dr. Jefferson-Jenkins has served on numerous national, state, and local boards and advisory committees advancing education, civil rights, voting rights, public health, philanthropy, judicial reform, and women’s leadership. Her service includes leadership roles with the ACLU of North Carolina, the Chatham Education Foundation, the Women’s Forum of North Carolina, the Women’s Foundation of Colorado, the Alliance for Health Reform, and the Aspen Institute’s Democracy and Citizenship Project.

Her distinguished contributions have been recognized through numerous honors, including an Honorary Doctor of Humane Letters from Miami University; the National Conference on Civil Rights Social Justice and Civil Rights Award; the Freedom Summer ’64 Award; the League of Women Voters of Ohio Trailblazer Award; the Distinguished Alumni Award in Civic Leadership from Cleveland State University; the Making a Difference Award from John Carroll University; the National Coalition on Black Civic Participation’s Spirit of Democracy National Civic Leadership Award; and recognition in Notable Black American Women, Who’s Who Among Successful African Americans, Who’s Who in America, and Who’s Who in American Education.

Whether addressing academic audiences, business and civic leaders, nonprofit organizations, faith communities, or international delegations, Dr. Jefferson-Jenkins combines historical scholarship, practical leadership, and lived experience to inspire thoughtful dialogue and meaningful action.
