Thulisile Madonsela Biography

Professor Thulisile Nomkhosi Madonsela is a South African advocate, law professor, anti-apartheid activist, and expert in constitutional democracy. Her career in law, governance, and social justice spans decades, with significant contributions to legal reform and public accountability. Madonsela is an advocate of the High Court of South Africa, specializing in human rights, constitutional law, administrative investigation, equality, and policy development, with more than 25 years of post-qualification experience.

Madonsela began her legal career at the Legal Resources Centre, serving as a legal officer focused on providing legal aid to disadvantaged South Africans and improving access to justice. She later worked as a trade unionist and played a role in shaping South Africa’s democratic order after apartheid. Madonsela contributed to drafting the final Constitution of South Africa and was involved in the development of key legislation, including the Promotion of Equality and Prevention of Unfair Discrimination Act, the Employment Equity Act, and the Recognition of Customary Marriages Act. She also helped design policy frameworks for the Ministry for Women, Children and Persons with Disability.

As the third Public Protector and the first woman to hold the position, Madonsela was appointed by the President following a unanimous parliamentary vote. The Public Protector’s office investigates allegations of maladministration, corruption, and misconduct by government officials. Madonsela’s tenure was marked by high-profile investigations, including her report, "Secure in Comfort," which examined the use of public funds for upgrades to President Jacob Zuma’s private residence. The Constitutional Court later ruled that the Public Protector’s findings in this case were binding, reinforcing the office’s authority and Madonsela’s role in upholding constitutional values.

Madonsela’s work has received international recognition. She has been named to Time Magazine’s 100 most influential people and Forbes Africa Person of the Year. Her honors include the Rotary Paul Harris Award, the Commonwealth Lawyers Truth and Justice Award, the ACFE Cressy Award, Transparency International’s Integrity Award, and the General Council of the Bar’s Sydney and Felicia Kentridge Award. Madonsela has served as an Advanced Leadership Fellow at Harvard University and holds eight honorary law doctorates, two law degrees, and a Harvard Advanced Leadership Certificate.

Madonsela is the Director of the Centre for Social Justice in the Faculty of Law at Stellenbosch University, where she holds the Law Trust Chair in Social Justice Studies and teaches constitutional law, social justice, administrative law, constitutional governance, and ethical leadership. She is a member of the African Academy of Sciences, the Scottish WS Society, Chairperson of Cities Alliance, and a member of the UN Scientific Advisory Board and the International Council for Arbitration in Sport. Madonsela is also a co-founder and inaugural leader of the South African Women Lawyers Association. Her career continues to influence democracy, accountability, and social inclusion in South Africa and globally.
