Robert E. Hall Biography

Robert E. Hall is a macroeconomist whose research has influenced how governments and central banks approach economic fluctuations. Hall serves as a professor of economics at Stanford University and as the Robert and Carole McNeil Senior Fellow at the Hoover Institution. While generally considered a macroeconomist, Hall describes himself as an applied economist. He earned a Bachelor of Arts in economics from the University of California, Berkeley, and a doctorate in economics from the Massachusetts Institute of Technology, where he completed his thesis under the supervision of Robert Solow.

Hall's academic work covers a broad range of economic topics. He developed the theory of the "random walk" of consumption, which links current consumption to expected future income and suggests that changes in consumption are unpredictable and occur only in response to unexpected news about income. In collaboration with economist Fredric Mishkin, Hall found that about 80 percent of households base spending decisions on future expectations, while the remainder spend based on current income. Hall has also contributed to labor market research, showing through National Bureau of Economic Research studies that recessions primarily increase unemployment by reducing the rate at which workers find jobs, rather than by increasing layoffs. His books include "The Flat Tax," co-authored with Alvin Rabushka, which proposes an overhaul of the U.S. tax system, and "Digital Dealing: How e-Markets Are Transforming the Economy."

Hall has served as president of the American Economic Association, vice president, and as the association's distinguished lecturer. He has chaired the Business Cycle Dating Committee, which determines the start and end dates of U.S. economic recessions. Hall has advised government agencies on national economic policy, including the Justice Department, the Treasury Department, the Federal Reserve Board, and the Congressional Budget Office. He is a member of the National Academy of Sciences and a fellow of both the American Academy of Arts and Sciences and the Econometric Society.

Hall and Michael Woodford of Columbia University received the Nobel Prize in Economics for their work on models used by central banks and finance ministries to stabilize economies. Their research on the microeconomic foundations of macroeconomic stabilization has informed how markets, firms, and consumers respond to economic policy. Hall and Woodford's work introduced concepts such as "sticky" inflation, where price changes lag behind shifts in demand. Hall's career bridges academic theory and policy, contributing to the understanding of monetary policy, labor markets, and economic stabilization.
