Scott Pulsipher Biography

Scott Pulsipher is the president of Western Governors University, the largest nonprofit university by total enrollment in the United States. Western Governors University is recognized as the nation's first and largest competency-based university. Under Pulsipher's leadership, the university has expanded its impact in American higher education, enrolling more than 190,000 students and awarding over 500,000 degrees. The number of graduates has increased fivefold during his tenure as president.

Before joining higher education, Pulsipher accumulated more than 20 years of leadership experience in technology-driven, customer-focused organizations, including Amazon, Sterling Commerce (now part of IBM), and two startups spanning the retail, supply chain, banking, payments, and manufacturing sectors. He served as general manager for Amazon Webstore, an e-commerce platform for small and medium-sized businesses, and as president and chief operating officer of Needle, where he led significant revenue growth and expansion of the customer base. Pulsipher holds an MBA from Harvard University and a bachelor's degree in management from Brigham Young University.

At Western Governors University, Pulsipher applies his technology background to advance online education, focusing on curriculum quality, innovative faculty models, data-driven learning, and cost-effective education. He prioritizes student outcomes by leveraging technology and data to improve completion rates, graduate returns, and equity in access and attainment. The university has achieved a Net Promoter Score of 74, compared to the national average of 16. Western Governors University has received recognition from Fast Company as one of the 50 Most Innovative Companies, earned the top NCTQ Teacher Prep Ranking, and was designated a Center of Excellence for Nursing Education by the National League of Nursing.

Pulsipher's work extends beyond the university. He chairs the Presidents' Forum, a network of nearly 20 college and university presidents focused on higher education innovation. Pulsipher also serves on the board of the American Council on Education and as a trustee for the Committee for Economic Development. EdTech Digest named him among the Top 100 Influencers in EdTech.

Pulsipher is a frequent contributor to Forbes and has participated in events such as the Fast Company Innovation Festival panel "Degrees are not dead.
