Retired Major General Linda L. Singh, who served as the 29th adjutant general of Maryland from January 21, 2015, to September 15, 2019, was appointed by the Secretary of Defense as a board member of the Reserve Forces Policy Board (RFPB) in May 2019. She was also assigned to the RFPB subcommittee on Enhancing DoD’s Role in the Homeland, aiming to improve the reserve component's capability and capacity to tackle increasing threats to the homeland.
As the adjutant general, Singh oversaw daily operations of the Maryland Military Department, including managing the Maryland Army National Guard, Maryland Air National Guard, Maryland Emergency Management Agency, and Maryland Defense Force. She played a senior advisory role to the governor and managed the readiness, administration, and training of more than 6,700 members of the Military Department, with an annual budget exceeding $314 million. Her responsibilities also extended to serving as the official channel of communication between the governor and the National Guard Bureau and being a member of the governor’s cabinet. Notably, she demonstrated significant leadership in managing the response to the 2015 Baltimore riots.
Singh's military career, which spanned over 30 years, involved service in both the enlisted and officer ranks. She received her commission in 1991 through the Maryland Military Academy's Officer Candidate School and served in numerous staff and command assignments at every level, including deployments to Kosovo and Afghanistan supporting Operation Enduring Freedom. She received multiple awards and decorations throughout her career, such as the Legion of Merit, Bronze Star Medal, and Meritorious Service Medal.
Before retirement, Singh served as the Managing Director in Accenture's Health and Public Service North America operating unit, managing all operational activities for a budget exceeding $3 billion dollars. She led a global team, harnessing Accenture's global public service capabilities and external partnering relationships. Her previous roles include serving as the Commercial Director for the Public Safety Portfolio, the account lead for the Veterans Affairs, and the account lead for the Army.
Singh now serves as the owner and chief executive officer of Kaleidoscope Affect LLC, a leadership consulting company that provides custom solutions for leaders and organizations using an experiential and conceptual learning approach based on business-oriented experiences. They partner with their clients to create leadership development that is aligned with the business' needs and anchored to business strategy, key business drivers, current leadership challenges, and company values.
General Singh holds degrees from Capella University and Touro International University, reflecting her strong background in academia. A long-time Maryland resident of Prince George's County, she lives there with her husband and two daughters. Furthermore, she is recognized for her public appearances and speeches as a public speaker, leveraging her vast experience and knowledge.
