Global Economic Policy Expert & Former World Bank President; U.S. Treasury Undersecretary for International Affairs; Distinguished Fellow at Purdue University
David Malpass Biography
David Malpass is an American economist and former government official with a career spanning Wall Street, Washington, and international economic policy. Malpass served as U.S. Treasury undersecretary for international affairs and as World Bank president, following more than two decades as a Wall Street economist and columnist with Forbes and The Wall Street Journal. He has held senior positions in three United States government administrations: Reagan, Bush, and Trump. His public sector work has covered economic policy, trade, budgets, central banking, currency, and foreign policy, involving travel to 75 countries and meetings with world leaders across four decades.
From 1993 to 2016, Malpass worked as chief economist and senior managing director at Bear Stearns and as founder and president of a New York City-based economics and market research firm, conducting analyses of global markets. He was regularly recognized as a top Wall Street economist by Institutional Investor, wrote the "Thought Leaders" column in Forbes for a decade, and authored more than 100 opinion pieces on economics, markets, debt, taxes, and international relations in The Wall Street Journal and other publications. Earlier in his career, Malpass served as senior analyst for taxes and trade and international economist for the Senate Budget Committee, legislative manager and deputy assistant secretary of developing nations at the U.S. Treasury Department, Republican staff director of the United States Congress Joint Economic Committee, and deputy assistant secretary of Latin America economic affairs at the U.S. State Department.
As Treasury undersecretary for international affairs, Malpass led the Treasury's international policies, including dollar stability, international taxation, and the initial phase of trade negotiations with China. He contributed to national security and economic policy through work on the FIRRMA law strengthening CFIUS, the application of sanctions, and the Financial Stability Board's interaction with Basel III safety and soundness standards. For his service, Malpass received the Treasury's Alexander Hamilton Award for distinguished leadership.
Malpass served as the 13th president of the World Bank Group, where his tenure provided $440 billion in financing to developing countries in response to the COVID-19 pandemic, war in Ukraine, energy shortages, and humanitarian crises. As World Bank president, he refocused the institution on market-based growth in developing countries, supporting energy production, currency stability, and debt restructuring for China's Belt and Road Initiative. He also advanced reforms in debt transparency, climate finance, and private sector investment, and initiated structural changes to accelerate growth and reduce global poverty.
Following his tenure at the World Bank, Malpass joined Purdue University, serving as distinguished fellow of international finance at the Mitchell E. Daniels, Jr. School of Business and as inaugural fellow of global business and infrastructure at Purdue@DC. He has served on corporate and nonprofit boards, including those for Manhattan Institute, Council of the Americas, and Economic Club of New York. Malpass continues to focus on economics, markets, trade, geopolitics, and leadership through consulting and public speaking.
