Ezinne Uzo-Okoro Biography

Dr. Ezinne Uzo-Okoro is a Nigerian-American aerospace engineer, rocket scientist, and policy leader recognized for her contributions to space exploration and national science strategy. Uzo-Okoro pioneered the concept of In-Space Servicing, Assembly, and Manufacturing (ISAM), a set of capabilities for sustaining, building, and transforming space infrastructure. She led the development of U.S. government strategy and policy to implement ISAM across civil, national security, and commercial sectors, coined the term ISAM, chaired the interagency working group that produced the National ISAM Strategy and National ISAM Implementation Plan, and helped establish COSMIC (Consortium for Space Mobility and ISAM Capabilities) to coordinate government and private sector efforts in this field.

Uzo-Okoro began her career at NASA, where she spent 17 years building expertise in space engineering systems and management. During her tenure, she contributed to engineering, mission design, and technical leadership across more than 60 space missions in areas such as Earth science, planetary science, heliophysics, astrophysics, human exploration, and space communications. She held roles at NASA Headquarters, Ames Research Center, and Goddard Space Flight Center, including leadership of the Small Spacecraft Mission Design Division. Her work contributed to programs representing $9.2 billion in total value and supported NASA-owned patents.

Uzo-Okoro was the first woman to run civilian space policy for the White House. As Assistant Director for Space Policy at the White House Office of Science and Technology Policy, she led efforts to advance commercial space launch capabilities, mitigate space debris risk, and facilitate innovative approaches to on-orbit manufacturing facilities. She created the first Space Forum at the U.S.-Africa Leaders Summit, bringing Rwanda and Nigeria into U.S.-led space sustainability principles. Her work on orbital debris, space technologies, and space weather policies has informed space agencies in Europe, Australia, and New Zealand.

Uzo-Okoro holds an undergraduate degree in computer science from Rensselaer Polytechnic Institute and three master's degrees in space systems, space robotics, and public policy from Johns Hopkins University, MIT, and Harvard University, respectively. She was the first Black woman to earn a doctorate in aeronautics and astronautics from MIT. Her immigration story is profiled in President George W. Bush's book, "Out of Many, One."

Following her White House service, Uzo-Okoro has focused on deploying capital and building companies at the intersection of defense, space, and sovereign markets. She serves as managing partner at Calthorpe Group, deploying sovereign capital into critical technologies; a non-executive director of QinetiQ, a UK-based defense company; and a member of the Council on Foreign Relations, where she served on the Space Task Force that produced "Securing Space: A Plan for U.S. Action." She is also a senior fellow at the Belfer Center for Science and International Affairs at Harvard Kennedy School. Uzo-Okoro is a frequent speaker and educator, sharing insights on leadership, innovation, and science.
