 Amy Hess Biography

Amy Hess was appointed by Mayor Greg Fischer as the Chief of Public Services for Louisville Metro Government in February 2020. Her responsibilities include oversight of the Louisville Division of Fire, Department of Corrections, Emergency Services, Facilities and Fleet, Public Works, and Animal Services.

Ms. Hess previously served as a Special Agent with the Federal Bureau of Investigation (FBI) for nearly 29 years. She was first assigned to the Kansas City field office where she investigated violent crimes, gangs, and drug trafficking organizations. She was also a member of that office’s Evidence Response Team, which responded to the 1995 bombing of the Murrah Federal Building in Oklahoma City, and testified in the trial of Timothy McVeigh.

In 1999, she transferred to the Louisville field office and worked on domestic terrorism matters before being promoted to Supervisory Special Agent. During this time, she also served as Principal Firearms Instructor; administered the office’s command post following the attacks on September 11, 2001; established and led its first Joint Terrorism Task Force; and oversaw the FBI’s counter-terrorism planning for the Kentucky Derby Festival and other special events.

Over the next 18 years, Hess held successive leadership positions in Tucson, Memphis, and Washington, DC; deployed to Afghanistan as the FBI’s On Scene Commander; and served in the FBI’s Inspection Division, National Security Branch, International Operations Division, and Operational Technology Division. In 2014, she was promoted to Executive Assistant Director of the Science and Technology Branch, with oversight of the FBI Laboratory, Criminal Justice Information Services, and Operational Technology Division, comprising more than 4,000 government employees and a budget of over $630 million.

In 2016, she returned to Louisville as the Special Agent in Charge, where she led the FBI’s participation in strategies to reduce violent crime and combat the opioid epidemic; oversaw the pursuit and capture of fugitive Eric Conn; and was named “Woman Making a Difference” by Louisville Business Women First in 2018.

Her FBI career culminated with her assignment as Executive Assistant Director of the Criminal, Cyber, Response, and Services Branch. As the highest-ranked woman in the FBI, she reported to the Deputy Director and oversaw all of the agency’s criminal and cyber investigations, international operations, victim services, and critical incident response capabilities across the world.

A native of Jeffersonville, Indiana, Hess holds a degree in aeronautical and astronautical engineering from Purdue University. She is married to Robert Novotny who retired from the FBI in 2004, after nearly 33 years of service.
