The New Education Landscape: What Political, Policy, and Business Leaders Need to Know Right Now
In the past three years, American education policy has changed more rapidly — and more consequentially — than at any point since the civil rights era. Thirty-four states have adopted voucher programs redirecting billions of public dollars to private schools with little oversight. The federal Department of Education has been restructured. Civil rights enforcement has been scaled back dramatically. Curriculum mandates, book restrictions, and anti-DEI legislation have swept through state capitols.
And the institutions most affected — public schools — serve 90 percent of American children. Josh Cowen has been inside these battles. He has testified before legislatures in five states, served as an expert witness in school funding litigation, advised governors and legislative staff across the country, and spent four years on the road documenting the changes firsthand. In this presentation built for political, policy, and business audiences, he provides a clear-eyed, nonpartisan accounting of what is actually happening — state by state, law by law — and what the evidence says about the consequences.
This is not a partisan argument. It is a briefing from someone with rare insider access to both the research and the rooms where these decisions are being made.
Attendee Results:
- Receive a current, state-by-state accounting of the most significant education policy changes underway
- Understand the downstream consequences — for workforce, economy, and civic life — of federal and state restructuring
- Learn what the peer-reviewed research says about the outcomes of these changes, separate from political messaging
- Gain a framework for thinking about education policy as infrastructure — not ideology — relevant to any sector
- Leave better equipped to brief colleagues, boards, or constituents on the education landscape as it actually stands

Why Public Schools Are an Economic Issue — And What Business and Civic Leaders Should Know
When leaders ask what threatens their workforce pipeline, their community stability, and the next generation of workers, the answer increasingly traces back to public education. Thirty-four states now redirect public school funding to private programs with little accountability. Federal oversight is being dismantled. And the communities absorbing these changes are often the same ones businesses and civic institutions depend on.
Josh Cowen — Professor of Education Policy at Michigan State, NEA Friend of Education Award recipient, and author of "The Privateers" — makes the case that public schools are not a partisan issue but a foundational question of economic infrastructure and democratic health. In this presentation for civic and business audiences, he translates twenty years of education research into clear, actionable terms: what the evidence shows, what's genuinely at stake, and where leaders outside the education sector can make a meaningful difference.
Attendee Results:
- Understand the direct economic and workforce implications of current education policy shifts
- Learn what the research shows about the effects of privatization on communities and student outcomes
- Gain a clear-eyed picture of what is — and isn't — working in American public education today
- Leave with concrete ways civic and business leaders can engage on education as a community issue
