Rachel A. Nugent, PhD Biography

Rachel A. Nugent, PhD, is recognized for her expertise in the economics and policy of noncommunicable diseases (NCDs). With more than 30 years of experience in global development as a researcher, practitioner, and policy advisor to governments, Nugent has focused her career on addressing the burden of diseases such as cancer, cardiovascular disease, and diabetes in low- and middle-income countries. An economist by training, Nugent specializes in translating economic analysis into actionable health policy on a global scale.

Nugent joined RTI International to lead an initiative addressing the burden of NCDs in lower- and middle-income countries. As vice president of Global Noncommunicable Diseases, she guided the initiative's evolution into RTI's NCD Center, which brings together multidisciplinary expertise to prevent and manage NCDs worldwide. Under Nugent's leadership, the center partnered with governments, non-governmental organizations, private foundations, and multilateral organizations to design, implement, and evaluate policy, prevention, and treatment interventions for NCDs. Prior to her role at RTI, Nugent served as deputy director of Global Health at the Center for Global Development, where she led the Demographics and Development in the 21st Century Initiative and managed the Drug Resistance & Global Health Initiative. She also held positions as director of Health and Economics at Population Reference Bureau, program director of Health and Economics Programs at the Fogarty International Center of NIH, and senior economist at the Food and Agriculture Organization of the United Nations.

Nugent has advised the World Health Organization, the U.S. government, and non-profit organizations on the economics and policy environment of NCDs. She is a member of WHO's Expert Advisory Panel on Management of Non-Communicable Diseases and The Lancet Commission on NCDIs of the Poorest Billion. Nugent also led The Lancet Task Force on NCDs and Economics. She served on the U.S. Institute of Medicine Committee on Economic Evaluation for Investments in Children, Youth, and Families, co-chaired the IOM Workshop on Country-Level Decision Making for Control of Chronic Diseases, and was a member of the IOM Committee on Promoting Cardiovascular Health in the Developing World.

A contributor to global health literature, Nugent has served as a series editor for the "Disease Control Priorities" project. She was a DCP3 series editor and volume editor for volumes including "Cardio-metabolic and Respiratory Disease," "Environmental Health and Injury Prevention," "Major Infectious Diseases," and "Disease Control Priorities." Her publications address topics such as the cost-effectiveness of noncommunicable disease interventions, health impacts of fiscal policies, and economic impacts of transboundary diseases. Nugent has also spoken on Capitol Hill about the global threat of NCDs, emphasizing the importance of addressing NCDs as part of achieving the United Nations Sustainable Development Goals.

Nugent has been recognized at the Global Health Impact Awards for her work as a health economics researcher and policy advisor, leading efforts to demonstrate that cost-effective policy interventions can reduce noncommunicable diseases in low- and middle-income countries, with significant implications for global health and economic productivity. Her career reflects a commitment to evidence-based advocacy and shaping the global conversation on the role of economic policy in disease prevention and health improvement.
