Paul Mauro

Paul Mauro is an attorney whose legal practice centers on internal and external investigations, anti-piracy enforcement, electronic surveillance, mass data collection, and the lawful use of emerging technologies. Mauro provides counsel on anti-money laundering (AML) and know your customer (KYC) policies, investigations, enforcement defense, and compliance and governance matters across various legal disciplines.

Before joining DeMarco Law Firm, Mauro served as the commanding officer of the New York City Police Department Legal Bureau and as executive officer of the Intelligence Operations and Analysis Bureau. In these roles, he managed legal issues related to intelligence collection and analysis, mass data usage, facial recognition technology, undercover operations, covert surveillance, and requests for electronic information, including FOIL and eDiscovery. Mauro also supervised the department’s privacy officer and the body-worn camera program.

Within the NYPD Intelligence Bureau, Mauro held leadership positions overseeing both analytic and operational aspects of the department’s counter-terrorism initiatives. He collaborated with foreign and domestic law enforcement agencies on complex joint investigations and prosecutions. Under Mauro’s command, cases included the first successful application of New York State’s counter-terrorism statutes, as well as enterprise corruption, RICO, and terrorist-related money laundering investigations. These investigations often involved coordination with state, federal, and international prosecutors, as well as private sector partners. During his 23-year tenure with the NYPD, Mauro also served in various other roles, including deployment to Ground Zero following the 9/11 terrorist attacks.

Mauro is a frequent speaker on law enforcement, data collection, surveillance, and intelligence topics, addressing audiences at organizations such as the United Nations, German National Police College, International Chiefs of Police convention, U.S. Army European Command, and the Supreme Court of Malaysia. He has briefed members of Congress, the National Counterterrorism Center, Department of Justice, Central Intelligence Agency, Department of Homeland Security, Interpol, Europol, and other agencies. Mauro is a published author and a member of the Council on Foreign Relations. He holds a Juris Doctor from Fordham Law School and a Master of Public Administration from Harvard University’s Kennedy School of Government.
