Larry Irving Biography

Larry Irving is a prominent figure in American telecommunications and internet policy. As president and CEO of the Irving Information Group, a telecommunications and information technology strategic planning and consulting firm based in Washington, D.C., Irving has focused on advancing equitable access to technology. He is known for popularizing the term "digital divide" and producing the first empirical study demonstrating that internet access is a civil rights issue. His work has influenced policies and programs aimed at expanding access to advanced telecommunications and information technologies. Newsweek Magazine recognized Irving as one of the 50 most influential persons in the Year of the Internet.

Irving served as Assistant Secretary of Commerce for Communications and Information and Administrator of the National Telecommunications and Information Administration (NTIA), advising President Bill Clinton, Vice President Al Gore, and Secretary of Commerce Ron Brown on telecommunications and information technology policy. He played a central role in shaping the Clinton Administration's telecommunications and internet policies and contributed to the passage of the Telecommunications Act of 1996, a significant reform of U.S. telecommunications law. His research led to the creation of NTIA's Telecommunications and Information Infrastructure Assistance Program, which provided grants to connect libraries, hospitals, and other public entities to the internet. Irving also contributed to securing funding in the Telecommunications Act to connect public schools to the internet.

Irving's research on the digital divide was documented in the "Falling Through the Net" reports, which highlighted disparities in digital access. He represented the United States at the G-7's first Ministerial meeting on the Global Information Society in Brussels and at the Information Society and Development Conference in South Africa. Irving was also a key member of the U.S. team that negotiated the World Trade Organization agreement on basic telecommunication services.

Irving was inducted into the Internet Hall of Fame for his impact on increasing internet access among unserved and underserved populations. He has served on the Clinton-Gore and Obama-Biden transition teams as a senior member of their technology policy groups and held the position of vice president for global government affairs at Hewlett-Packard Company.

Irving continues to focus on internet policy and the digital divide, including addressing disparities in technology access during the COVID pandemic. In addition to leading the Irving Information Group, he has served as an operating partner and chief public policy, ESG and DEI advisor to ZMC, a private equity investment firm. He serves as chairman of the board of the Public Broadcasting Service and as a member of the boards of directors of The Second City, Texas Tribune, and North American Electric Reliability Corporation, as well as on the board of visitors for the Weinberg College of Arts and Sciences at Northwestern University and the board of visitors for Stanford Law School.
