This Study Group met in Kabul, Afghanistan, from 17-20 October 2011. President Hamid Karzai of Afghanistan was concerned that an accumulation of grievances might be leading to a radicalization of society, and asked the National Security Advisor to conduct a Study to examine this issue. The aim of the Study was to understand the root causes and extent of grievances which may be alienating or radicalizing parts of the society in order that the Government of the Islamic Republic of Afghanistan, together with the International Community colleagues and ISAF, can develop and implement viable programs to address them.
