Victor Cha Biography

Victor Cha is a leading authority on Korean Peninsula security and Asian affairs. He serves as president of the Geopolitics and Foreign Policy Department and Korea Chair at the Center for Strategic and International Studies. Cha is also a Distinguished University Professor and professor of government at Georgetown University. Recognized as Distinguished University Professor, the highest honor for tenured faculty at Georgetown, Cha has developed a significant career in international relations and Asian security studies. ScholarGPS ranks Cha as the highest-ranked living political scientist specializing in Korea, based on publication record, citation count, and impact.

Cha's government service includes a tenure on the National Security Council, where he was responsible for Japan, Korea, Australia, New Zealand, and Pacific Island nations. He served as the top advisor on North Korean affairs to President George W. Bush and was the U.S. deputy head of delegation at the Six Party Talks. Cha received two outstanding service commendations during his time at the National Security Council and has served on the Defense Policy Board in an advisory role to the secretary of defense.

As a scholar, Cha is the author of nine books, including "Alignment Despite Antagonism: The United States–Korea–Japan Security Triangle" and "The Impossible State: North Korea, Past and Future." Other works include "The Black Box: Methods and Data in the Study of Korean Unification and North Korea," "North Korea's Sea-Based WMD Capability," and "China's Weaponization of Trade: Resistance Through Collective Resilience." His articles on international relations and Asian affairs have appeared in journals such as International Security, Political Science Quarterly, Foreign Affairs, and the Journal of Strategic Studies.

Cha has received the Hubert H. Humphrey Award from the American Political Science Association for public service and the Joseph Kurzel Memorial Prize for excellence in scholarship and public service. He is a two-time Fulbright Scholar and has held fellowships at Harvard University and Stanford University. Cha also holds Georgetown's Dean's Award for Teaching, the Distinguished Research Award, and a Distinguished Principal Investigator Award.

In addition to his academic and policy work, Cha is a public commentator on Asian affairs. He is a news contributor for NBC News and MSNBC and has appeared on PBS, NPR, Bloomberg, New York Times, Washington Post, Wall Street Journal, ESPN, and Sports Illustrated. Cha has a cameo role as himself in the film "Red Dawn" and has appeared on "The Colbert Report." He co-hosts "The Impossible State" podcast and "The Capital Cable" YouTube show. Cha has testified before Congress on Asian security issues, contributing to public understanding of geopolitics and security in the Indo-Pacific region.
