Monica McWilliams

Monica McWilliams is an academic, human rights advocate, and peace negotiator whose work contributed to reshaping the political landscape of Northern Ireland. During the peace negotiations in Northern Ireland, McWilliams organized women across Catholic and Protestant communities and formed a political party to gain formal access to the talks. The Northern Ireland Women's Coalition introduced provisions on cross-community dialogue, social services, and human rights into the Good Friday Agreement. As a negotiator in the Good Friday talks, which ended decades of conflict, McWilliams ensured that issues such as integrated education, prisoners' and victims' rights, reconciliation, and women's participation were included in the final agreement.

After the signing of the agreement, McWilliams served as a member of the Northern Ireland Legislative Assembly and the Northern Ireland Forum for Dialogue and Understanding. She later served as chief commissioner of the Northern Ireland Human Rights Commission, where she delivered advice on a Bill of Rights for Northern Ireland and advocated for human rights protections and comprehensive reforms. McWilliams subsequently served as the oversight commissioner for prison reform in Northern Ireland and serves on the Independent Reporting Commission on the disbandment of paramilitary organizations.

McWilliams's scholarly work includes a major study on the experiences of women abused through domestic violence, which led to the first government policy in the United Kingdom on domestic violence. She is emeritus professor at Ulster University's Transitional Justice Institute. Her publications include "Women at the Negotiating Table: A Case Study of the Northern Ireland Women's Coalition," which analyzes her experiences and the role of women in the peace process, and her memoir, "Stand Up, Speak Out."

McWilliams has received several honors, including delivering the annual Lyceum Lecture to the Massachusetts House of Representatives and being jointly awarded the John F. Kennedy Profile in Courage Award with the signatories to the peace agreement. Georgetown University's Institute for Women, Peace & Security presented her with the Global Trailblazer Award for her leadership in advancing women's progress in peace and security. She is a member of the Royal Irish Academy, and the BBC included her on its 100 Women list.

McWilliams continues to advocate for women's inclusion in peace talks internationally, training women in countries such as Myanmar, Colombia, and Syria, and sharing her experiences from the Good Friday negotiations. She has served as distinguished lecturer at the Women PeaceMakers Conference at the University of San Diego's Institute for Peace and Justice and has testified before the U.S. House of Representatives Foreign Affairs Committee on women's roles in peace processes. Her career demonstrates the impact of inclusive negotiation and principled advocacy in conflict resolution and peacebuilding.
