Meltem Ballan

Meltem Ballan is a technology entrepreneur, AI infrastructure specialist, and the CEO and co-founder of Concrete Engine, a deep tech company focused on modular, high-performance computing for artificial intelligence applications. Ballan holds a doctorate in complex systems and brain sciences from Florida Atlantic University and has a background in electrical engineering and computer science. Her academic work, including her doctoral research published as "Brain Dynamics and Behavioral Basis of a Higher Level Cognitive Task: Number Comparison," demonstrates a commitment to understanding complex systems, which informs her approach to AI infrastructure and computing challenges.

Ballan's career spans more than two decades in academia, enterprise, and entrepreneurship. She began as chief of AI research and development at TUBITAK in Istanbul before moving into consulting and enterprise roles in the United States. Ballan served as a senior consultant in machine learning and natural language processing at Clarity Insights, later acquired by Accenture, founded a computer vision AI advisory team at EY, and served as an executive fellow at General Motors. She has also held a professorship at Bennington College and served on advisory boards in the startup ecosystem, including as an innovation fellow at Purdue DIAL Ventures and a venture partner at Green Light Equity Partners.

At Concrete Engine, Ballan leads the development of modular, deployable high-performance computing infrastructure and orchestration platforms. The company works with governments, energy operators, and enterprises to build secure, scalable compute capacity for AI and data processing, supporting national and operational requirements. Concrete Engine has signed a memorandum of understanding with the Kyrgyz National Investment Agency to advance sovereign AI and data infrastructure, with Ballan engaging directly with senior officials from the Ministries of Energy, Digital Development, and Natural Resources. The company's initiatives extend to underrepresented regions, including rural America, with the aim of expanding access to AI infrastructure and promoting equity in technology.

Ballan's work in AI infrastructure and technology entrepreneurship has been recognized by Marquis Who's Who Top Scientists, and Concrete Engine received the CEO of the Year Award from CEO Monthly. She is a frequent speaker on topics such as AI infrastructure, immigrant entrepreneurship, and the future of computing, with appearances at venues including SXSW and features in the "Women in Data Science" podcast series produced in partnership with Stanford University.
