Marcus Wesley Stubblefield is a researcher and community collaborator working at the intersection of justice reform and human dignity. As the Criminal Justice Strategy & Policy Manager for King County, the largest county in Washington state, Stubblefield brings more than 20 years of experience in criminal legal system analysis and solution development. His career centers on equity, accountability, and systemic change within the criminal justice sector.
Stubblefield joined the King County Criminal Justice Team after more than two decades in community building, youth development, and gang intervention. Following his college graduation, he became involved in supporting teens affected by gang involvement, providing direct, hands-on care in their neighborhoods. His understanding of gang dynamics has informed law enforcement efforts to better engage with at-risk youth and young adults. This grassroots experience continues to shape his approach to policy work.
In his current role, Stubblefield collaborates with community and university partners to advance justice reform through data-informed research and innovative strategies that center marginalized communities. He specializes in criminal legal system transformation, racial equity, restorative justice, and systems integration. His team delivers research, analysis, strategic direction, coordination, and project management to King County’s criminal justice system and its partners, with a focus on restorative practices and addressing complex, cross-agency challenges.
Stubblefield is affiliated with organizations including the Robert F. Kennedy Children's Action Corps, Georgetown University Breakthrough Series Collaborative, Washington State Minority and Justice Commission, Men of Melanin, National Office of Violence Prevention, Cities United, and Harborview Injury Prevention and Research Center. His work has been recognized with awards such as the Roland Akers Community Builder Award, Northwest Heritage Outstanding Mentor, Black Professionals Champion for Change, and the Criminal Justice Innovative Leader award. He was among the first men's basketball players recruited by Queens University of Charlotte, where he earned dual Bachelor of Arts degrees in sociology and business and participated in the inaugural men's basketball team.
Stubblefield is known for his ability to connect with audiences, whether delivering keynotes at conferences or facilitating small group discussions on criminal justice reform and community engagement. His philosophy emphasizes transparency and collaborative action within and outside the system to drive meaningful change. Stubblefield’s combination of lived experience and policy expertise positions him as a credible voice in the national conversation on criminal justice reform, restorative justice, and equity in public policy.
