
James E. “Jim” McGreevey serves as Executive Director of the New Jersey Reentry Corporation (NJRC). NJRC, a nonprofit organization, provides integrated reentry, workforce development, and clinical support services to individuals returning from incarceration. Under his leadership, NJRC has grown to 11 locations across New Jersey and has served more than 22,000 justice-involved individuals. NJRC has achieved a 14.01% recidivism rate and 72% employment rate for graduates of NJRC training programs, producing lower recidivism and higher employment outcomes than several state and national benchmarks for court-involved persons.
NJRC provides comprehensive wraparound case management, beginning with connecting participants to local, state, and federal benefits, including Medicaid. NJRC then stabilizes individuals through access to housing, addiction treatment, physical, mental, and behavioral health care and testing, as well as legal services. The Reentry Training Center also offers career training through stackable, industry-recognized credentials, paired with individualized employment services. McGreevey regularly briefs legislators, judges, corrections officials, and healthcare leaders on evidence-based, trauma-informed approaches to justice, public safety, and workforce policy.
Previously, McGreevey served as the 52nd Governor of New Jersey (2002–2004), overseeing multibillion-dollar state budgets and a large public workforce while advancing significant policy reforms. During his tenure, McGreevey signed the Highlands Water Protection and Planning Act, a landmark piece of legislation safeguarding critical natural resources and drinking-water supplies in northwest New Jersey. He initiated reforms to address operational and customer service failures in the E-ZPass toll-collection system. His administration expanded Drug Court statewide, advanced addiction-treatment-based public-safety strategies, restructured the Division of Motor Vehicles, and pursued comprehensive auto-insurance reform.
McGreevey’s earlier public service includes roles as Mayor of Woodbridge Township (1991–2002), State Senator (1998–2002), Assemblyman (1990–1991), Executive Director of the New Jersey State Parole Board (2014–2017), and Assistant Prosecutor in Middlesex County.
In addition to public service, McGreevey has worked inside correctional and treatment settings as a counselor and pastoral caregiver, grounding his policy leadership in direct clinical and human experience. He holds degrees from Columbia University, Georgetown University Law Center, Harvard University, and the General Theological Seminary.
