David Santoro Biography

David Santoro is senior fellow for nonproliferation and disarmament at Pacific Forum CSIS, where he directs the Forum’s various nuclear programs and conducts work on arms control, disarmament, deterrence, nonproliferation, and nuclear security and safety. His research focuses on the study of major power relations against the backdrop of nuclear issues. Santoro is coeditor, with Tanya Ogilvie-White, of Slaying the Nuclear Dragon: Disarmament Dynamics in the Twenty-First Century (University of Georgia Press, 2012) and author of Treating Weapons Proliferation: An Oncological Approach to Nuclear, Biological, and Chemical Technology (Palgrave, 2010). His essays have been published in Australian Quarterly, Contemporary Security Policy, CSCAP Regional Outlook, Issues and Insights, the Journal of Policing, Intelligence, and Counterterrorism, Nonproliferation Review, Proliferation Papers, Strategic Briefing Papers, and Survival, among others. His op-eds have appeared in The Diplomat, PacNet, and The Sydney Morning Herald.

Before joining Pacific Forum CSIS, Santoro was a Stanton Nuclear Security Fellow at the International Institute for Strategic Studies in London (2010–2011). Prior to that, he was the Simons Postdoctoral Research Fellow at the Liu Institute for Global Issues, University of British Columbia in Vancouver and a visiting research fellow at New York University’s Center on International Cooperation (2008–2010). He also lectured on international relations and security studies at Macquarie University in Sydney, Australia, from 2004 to 2008. He began his career working as a foreign policy analyst for various governmental agencies in France and has been involved in track-II diplomatic dialogues focused on weapons of mass destruction (WMD) issues since the mid-2000s. Santoro holds degrees in languages, literature, history, and international relations and security studies from various universities, including a Ph.D. from Macquarie University in Sydney.
