Sunila Thelma Levi

Sunila Thelma Levi is a healthcare technology executive with more than two decades of experience in digital transformation within the U.S. healthcare system. Levi has established a reputation for advancing digital health, artificial intelligence, and strategic leadership initiatives. She began her career in the private sector as a Java developer, progressing through roles as systems architect and enterprise architect before serving as deputy chief technology officer at the Texas Health and Human Services Commission.

Levi has held senior positions at organizations including Healthmap Solutions, CommonSpirit Health, Integral Care, the Texas Health and Human Services Commission, and the Texas Workforce Commission. At CommonSpirit Health, she served as vice president of digital healthcare platform strategy. During her tenure at the Texas Health and Human Services Commission, Levi led IT projects ranging from small 10-user systems to enterprise-scale, statewide systems, including initiatives such as the Texas Workforce Commission’s workintexas.com and the commission’s Systems for Applications, Verifications, Eligibility, Reports and Referrals (SAVERR). She is a recipient of the Texas Star Award and holds certifications as a programmer, web component developer, and in The Open Group Architecture Framework (TOGAF).

Levi’s career has focused on business transformation, fostering innovation, and optimizing IT operations in the healthcare sector. She has expertise in managing diverse IT portfolios and developing product roadmaps that improve healthcare delivery and outcomes. As a healthcare technology executive with experience across multiple sectors of the U.S. healthcare system, Levi is recognized for her perspective on healthcare information technology from the buyer’s viewpoint. Through her consulting firm, ASDL Consulting LLC, she provides cross-sector expertise to organizations navigating complex technology decisions, including projects such as a strategic IT roadmap for Virginia Mason Franciscan Health.

Levi has contributed to the healthcare IT community as president of HIMSS Central Texas, guiding the organization’s strategic direction and fostering industry connections. She serves as past president on the Central Texas HIMSS Chapter Board of Directors. Her thought leadership includes speaking to health informatics and health information technology students on topics such as enterprise architecture, digital health technology, and healthcare AI, and serving as advisory board chair to provide executive-level insight to chapter membership. Levi has also been a featured mentor and speaker at SXSW, where she has shared expertise in artificial intelligence, machine learning, product management, medical technology, and data science.
