Shannon K. O'Neil

Shannon K. O'Neil is senior vice president of studies and Maurice R. Greenberg chair at the Council on Foreign Relations, where she oversees the work of more than six dozen fellows in the David Rockefeller Studies Program as well as the organization's 14 fellowship programs. O'Neil is recognized for her expertise in global trade, supply chains, Mexico, and Latin America. Her career spans academia, the private sector, and public policy, focusing on hemispheric affairs and the dynamics of the global economy.

O'Neil is the author of "The Globalization Myth: Why Regions Matter," which examines the rise of three main global manufacturing and supply chain hubs and their implications for U.S. economic competitiveness. She also wrote "Two Nations Indivisible: Mexico, the United States, and the Road Ahead," analyzing Mexico's political, economic, and social transformations and their significance for the United States. These works have influenced how policymakers, business leaders, and scholars approach North American integration and modern trade realities.

O'Neil was a Fulbright scholar and a Justice, Welfare, and Economics fellow at Harvard University, and has taught Latin American politics at Columbia University. Before her policy work, O'Neil worked in the private sector as an equity analyst at Indosuez Capital and Credit Lyonnais Securities. She holds a bachelor's degree from Yale University, a master's degree in international relations from Yale University, and a doctorate in government from Harvard University. Her combined experience in the financial industry and academic research informs her perspective on the intersection of economics and geopolitics.

O'Neil directed the Council on Foreign Relations' Independent Task Force on North America: Time for a New Focus, as well as the Independent Task Force on U.S.-Latin America Relations: A New Direction for a New Reality. She has testified before Congress on U.S.-Mexico relations, immigration, corruption, and drug trafficking. O'Neil is a columnist for Bloomberg Opinion and a frequent guest on national broadcast news and radio programs. Her work has appeared in Foreign Affairs, Americas Quarterly, Foreign Policy, the Washington Post, and the Los Angeles Times. She is the chair of the board of directors of the Tinker Foundation.
