Scott Chan

Scott Chan is the chief investment officer of the California State Teachers’ Retirement System (CalSTRS), where he leads an investment staff of more than 200 professionals and oversees a portfolio valued at over $350 billion. Since joining CalSTRS as deputy chief investment officer, Chan has played a key role in developing and implementing the Collaborative Model investment strategy, which has resulted in cost savings and strengthened the fund’s ability to manage assets internally. His leadership has aligned CalSTRS’ investment approach with organizational sustainability and net zero objectives, supporting the long-term security of retirement benefits for California educators.

Before his tenure at CalSTRS, Chan held senior positions at major institutional investors, including serving as senior managing director at University of California Regents, where he managed a $55 billion global equities portfolio and contributed to the investment committees of national laboratory pension plans. He also served as chief investment officer for Sacramento County Employees’ Retirement System and was a partner and portfolio manager at several hedge fund partnerships, gaining experience in alternative investments and asset allocation.

Chan’s professional activities include serving as a board member of the Toigo Foundation, co-chairing the Institutional Investors Roundtable, and participating on the Milken Institute Executive Counsel for Diversity, Equity and Inclusion in Asset Management. Chan is frequently invited to industry panels and advisory boards, reflecting his expertise in institutional investing, asset management, and diversity in finance.
