Sandy Shugart

Dr. Sanford C. Shugart is a prominent figure in community college education, recognized for influencing how institutions approach student learning and success. Prior to his tenure at Valencia College, Shugart served as president of North Harris College and as vice president and chief academic officer of the North Carolina Community College System. He earned a doctorate in teaching and learning from the University of North Carolina at Chapel Hill. Shugart was appointed vice president of the North Carolina Community College System at age 25, marking an early start to a career focused on student-centered innovation in higher education.

Shugart served as the fourth president of Valencia College in Orlando, Florida. During his leadership, the college expanded to serve 70,000 students annually and opened campuses at Lake Nona, Poinciana, and downtown Orlando in partnership with the University of Central Florida. His philosophy—that anyone can learn under the right conditions—guided institutional changes that resulted in doubled graduation rates for both college-ready and developmental students, reduced achievement gaps among students from diverse backgrounds, and a significantly higher graduation rate compared to peer institutions. Valencia achieved a 95 percent job placement rate and developed a leading transfer program.

Shugart's tenure at Valencia College included the creation of DirectConnect to UCF, a guaranteed transfer plan developed in partnership with Dr. John Hitt of the University of Central Florida. This initiative became one of the most productive transfer programs in the nation. Valencia received the inaugural Aspen Prize for Community College Excellence, recognizing its high rates of graduation, transfer, and job placement. The college was also selected as the first recipient of the Leah Meyer Austin Institutional Student Success Leadership Award, presented by Lumina Foundation for Education and Achieving the Dream: Community Colleges Count. Shugart received the Harold W. McGraw, Jr. Prize in Education and was named one of the Ten Most Innovative College Presidents by Washington Monthly. He was awarded an honorary doctorate by the University of Central Florida for his leadership at Valencia College.

In addition to his administrative work, Shugart is a singer, songwriter, and published poet. He has released independent music with his folk-rock band, Sandy Shugart & the January Band. Shugart is the author of "Leadership in the Crucible of Work: Discovering the Interior Life of an Authentic Leader." He is a frequent speaker, integrating poetry and music into his presentations on education, leadership, and learning. Shugart continues his engagement with higher education as a senior fellow in the College Excellence Program at the Aspen Institute, contributing thought leadership on institutional transformation and student success.
