
Michael A. Livermore is the Edward F. Howrey Professor of Law at University of Virginia School of Law. His research and teaching focus on environmental law, administrative law, regulatory law and policy, and the application of computational methods to legal analysis. Livermore is known for his work on cost-benefit analysis in environmental and health regulation, as well as the use of data science and artificial intelligence in legal scholarship.
Livermore earned his J.D. magna cum laude from New York University School of Law, where he was a Furman Scholar, elected to the Order of the Coif, and served as a managing editor of NYU Law Review. After law school, he clerked for Judge Harry T. Edwards on the U.S. Court of Appeals for the D.C. Circuit. He then served as the founding executive director of the Institute for Policy Integrity at NYU School of Law, a think tank focused on improving government decision-making through advocacy and scholarship related to administrative law and cost-benefit analysis. In that role, Livermore participated in regulatory proceedings on issues including climate change and prison safety.
Livermore has co-written several books with Richard L. Revesz, including "Retaking Rationality: How Cost-Benefit Analysis Can Better Protect the Environment and Our Health" and "Reviving Rationality: Saving Cost-Benefit Analysis for the Sake of the Environment and Our Health." He also co-edited "The Globalization of Cost-Benefit Analysis in Environmental Policy" and "Law as Data: Computation, Text, and the Future of Legal Analysis." His scholarly work has appeared in journals including Yale Law Journal, University of Chicago Law Review, NYU Law Review, Georgetown Law Journal, and Duke Law Journal.
Livermore collaborates on interdisciplinary projects with researchers in economics, computer science, neurology, and the humanities, reflecting a commitment to diverse analytical perspectives in legal questions. He is the host of "Free Range with Mike Livermore," a podcast featuring interviews with guests from journalism, law, politics, science, economics, philosophy, and environmental science, focusing on sustainability challenges. His commentary has appeared in media outlets including New York Times, Washington Post, Wall Street Journal, Forbes, and Time. Livermore received the University of Virginia School of Law's Carl McFarland Prize for outstanding research by a junior faculty member.
