Karine Perset

Karine Perset is an international authority on artificial intelligence policy, serving as deputy head of the Organisation for Economic Co-operation and Development (OECD) AI and Emerging Digital Technologies Division. In this role, Perset oversees the OECD.AI Policy Observatory, the Global Partnership on AI and its integrated network of experts, as well as the OECD Global Forum on Emerging Technologies. She leads the development of analysis, policies, and tools aligned with the OECD AI Principles, supporting governments in managing the opportunities and challenges presented by AI and emerging technologies.

Perset previously worked as an adviser to the Internet Corporation for Assigned Names and Numbers Governmental Advisory Committee and as counsellor of the OECD Science, Technology, and Industry Director. Her tenure at the OECD spans more than a decade, contributing to the institutional infrastructure for global AI governance. When the OECD began its work in this area, only a handful of countries had national AI initiatives; the OECD.AI Policy Observatory now documents over 1,000 AI initiatives across nearly 70 countries.

A significant contribution by Perset is her central role in developing and advancing the OECD AI Principles. These principles, adopted by OECD members and many partner countries, were subsequently adopted by the G20, establishing a globally shared policy and ethical benchmark for AI governance. To monitor progress on implementation, the OECD developed the OECD.AI Policy Observatory, a central hub for AI data, analysis, and reports that serve as resources for policymakers worldwide. Perset has also published work on accountability in AI, including the report titled "Advancing Accountability in AI," which addresses governance and risk management throughout the AI system life cycle, from planning and design to deployment and monitoring.

Perset regularly represents the OECD at international forums, participating in events such as the Saudi Arabia AI Summit (GAIN), policy roundtables in Tokyo, and workshops in Bangkok. She engages in regional and global dialogues, fostering collaboration on AI governance across countries, sectors, and policy communities in Southeast Asia. Her network supports information exchange and collaboration between the OECD and other international organizations, including the European Commission, Council of Europe, United Nations, UNESCO, and International Standards Organization.

Through her work, Perset has contributed to positioning the OECD as a center for trustworthy AI policy. With expertise in the digital economy and technology governance, she oversees strategic initiatives that shape international AI standards and policies, playing a key role in the development of the OECD AI Principles and coordinating global efforts on responsible AI deployment. Her work bridges technical complexity with actionable policy guidance for audiences navigating the evolving landscape of artificial intelligence.
