Jessica Herrera-Flanigan

Jessica Herrera-Flanigan is a corporate and public affairs executive, lawyer, and policy expert with experience in government, private practice, and the media industry. Her work spans national security, telecommunications, media, technology, foreign policy, and sports. Herrera-Flanigan holds a Juris Doctor from Harvard Law School and a Bachelor of Arts in American Studies from Yale University.

Herrera-Flanigan began her career in public service, serving as staff director and general counsel for the House Committee on Homeland Security, where she was the first Latina to lead a major committee in the U.S. House of Representatives. She has held positions as senior counsel in the Computer Crime and Intellectual Property Section of the U.S. Department of Justice's Criminal Division and as special assistant U.S. attorney in the U.S. Attorney's Office in Washington, D.C., working on fraud and public corruption cases, including those involving the Melissa and I Love You viruses. She also served as vice chair on the U.S. delegation to the Organization for Economic Cooperation and Development Experts Group on international information security and represented the United States at Asia-Pacific Economic Cooperation and the Organization of American States.

After government service, Herrera-Flanigan moved into strategic consulting, focusing on technology, media, and public policy. As a partner at Monument Policy Group, she led the firm's technology, media, and crisis communications practices and advised on national security, privacy, immigration, and sports. She led the Reform Government Surveillance Coalition for technology companies and contributed to the passage of the USA Freedom Act. Herrera-Flanigan has appeared on television and in print discussing public policy, media, technology, and politics. She later served as vice president of public policy and philanthropy at Twitter, overseeing government relations across the Americas, and as executive vice president of government and corporate affairs at Univision Communications, where she managed Washington operations and led government relations, public policy, community empowerment, philanthropic, social impact, and corporate social responsibility efforts. She also served as president of the Univision Foundation and on the board of directors of the Center for Safe Sport, the National Association of Broadcasters, and the NALEO Education Fund.

Herrera-Flanigan has maintained a strong commitment to the Hispanic community, serving as president of the Hispanic Bar Association of D.C. and regional vice president for the Hispanic National Bar Association. She is a member of the Council on Foreign Relations. Herrera-Flanigan has taught cybercrime and criminal law at Washington College of Law, American University, and American Military University, and has been a fellow at several think tanks and policy organizations. Her academic work and public commentary have established her as an expert on media and technology policy.

Herrera-Flanigan has received recognition across industries, including being named to Cablefax Magazine's Top Women in Cable and Media, Multichannel News' Wonder Woman, and one of the 100 Most Influential Hispanics in the United States by Hispanic Business Magazine. She has received the President's Award from the Hispanic Lobbyists Association, the Hispanic Heritage Foundation NFL Award, Cablefax's Most Influential Minorities, and the Women in Cybersecurity Award. She has also been featured in The Hill's Top Lobbyists list. Herrera-Flanigan serves as a partner at Monument Advocacy, providing strategic leadership, public affairs, and public policy advising to corporations, associations, and non-profits.
