Jennifer Keelan-Chaffins

Jennifer Keelan-Chaffins is recognized for her significant contributions to the American disability rights movement, particularly for her role in the Capitol Crawl. Diagnosed with cerebral palsy at age two, Keelan-Chaffins began her advocacy for disability rights at a young age. At seven, she and her mother were arrested for participating in a peaceful protest in Montreal, drawing attention to disability rights issues across North America.

During the Capitol Crawl, more than 1,000 disability rights activists marched from the White House to the U.S. Capitol to advocate for the passage of the Americans with Disabilities Act (ADA). Over 60 activists, including Keelan-Chaffins, demonstrated the inaccessibility of public spaces by crawling up the steps of the Capitol building. Her participation as an 8-year-old with cerebral palsy became a lasting symbol of the movement’s efforts to secure civil rights for people with disabilities. Keelan-Chaffins has described her involvement as an act of empowerment for herself and other children with disabilities.

Media coverage of the Capitol Crawl played a role in advancing the ADA, which became the first civil rights legislation for Americans with disabilities. Keelan-Chaffins later received the Americans With Disabilities Act Award in recognition of her advocacy. She has spoken about the importance of the ADA not only for her generation but for future generations of children with disabilities.

Beyond her activism, Keelan-Chaffins and her mother advocated for her right to education and civil rights. She earned a Bachelor of Science in Family and Human Development from Arizona State University. Through her organization, Jennifer Keelan-Chaffins LLC, she continues to focus on disability education, accessibility, and political activism.

Keelan-Chaffins is an educator, speaker, and co-author of the children’s book "All the Way to the Top." Her presentations address the significance of the ADA, the Capitol Crawl, and the broader impact of disability rights activism. She discusses living with cerebral palsy, her experiences as a young activist, and strategies for advocacy. Keelan-Chaffins also served as the model for the sculpture All the Way to Freedom by artist Gina Klawitter, commemorating her historic climb. Through her advocacy, writing, and public speaking, Keelan-Chaffins remains a prominent voice for inclusion, accessibility, and the ongoing impact of the ADA.
