Hui Chen

Hui Chen is a leader in business ethics and compliance, with a career that includes senior in-house roles at multinational corporations and a significant appointment with the United States federal government. Before her role with the Department of Justice, Chen served as a senior compliance leader in industries such as technology at Microsoft, pharmaceuticals at Pfizer, and financial services at Standard Chartered Bank. She was the first foreign expert consultant to the Brazilian Comptroller General of the Union and has provided training and presentations to prosecutors and regulators in the United States, Europe, Latin America, and Asia.

As the first Compliance Counsel Expert at the United States Department of Justice, Chen served as the exclusive consultant to federal prosecutors in the Fraud Section, evaluating corporate ethics and compliance programs in areas including anti-fraud, anti-bribery and kickback, healthcare, quality control, financial market manipulation, process safety, and environmental protection. She contributed to cases involving Petrobras, Tenet Healthcare, VW, and BP's Deepwater Horizon monitorships. Chen authored the Fraud Section's "Evaluation of Corporate Compliance," a resource recognized by compliance practitioners, government regulators, and standard setters.

Chen is an advocate of data-driven compliance and the use of multidisciplinary teams to address ethics and compliance challenges. She has advised on topics such as anti-bribery and corruption, discrimination and harassment, antitrust and competition compliance, sanctions and money laundering, privacy and data governance, environmental compliance, and intellectual property. Her writing has appeared in business and academic publications, including a chapter titled "The Use and Measurement of Compliance Programs in the Legal and Regulatory Domains" in the book "Measuring Compliance: Assessing Corporate Crime and Misconduct Prevention." She has contributed to Bloomberg Law and Law360, where she examines Department of Justice enforcement policy and explores the compliance program as a tool for detecting signals and enabling better decisions.

Chen is a co-founder of CDE Advisors, which stands for Culture, Data, Ethics. She consults with companies and regulatory and enforcement authorities worldwide, advising on the design, implementation, and assessment of ethics and compliance programs, and publishes regularly in business and academic journals. With her co-founder, she hosts "The Better Way? Podcast," reflecting on ideas that shape conversations in compliance, ethics, and culture, and emphasizing the importance of critical thinking and effective questioning in compliance programs. She co-authored a law review article titled "Remaking Monitorships: A First Principles Approach to Monitor Effectiveness" published in University of Illinois Law Review. Through consulting, writing, and speaking, Chen influences how organizations and governments approach ethics and compliance at the highest levels.
