Frank Fannon

Frank Fannon is managing director of Fannon Global Advisors, an advisory firm specializing in geopolitics, energy transition, and market transformation. With more than two decades of experience at the intersection of government and industry, Fannon has shaped policies and business strategies that have advanced transparent markets and resilient supply chains across the Indo-Pacific, Americas, Europe, and the Middle East. His expertise includes energy security, economic governance, and the responsible development of critical minerals for the global energy transition.

Fannon served as the inaugural United States assistant secretary of state for energy resources, a position confirmed by the Senate. In this role, he led government initiatives and launched the Energy Resource Governance Initiative, fostering international cooperation on clean energy minerals and best practices in mining governance. Before his government service, Fannon held senior executive roles at BHP and Murphy Oil Corporation, where he developed corporate strategies, managed crisis communications, and led stakeholder engagement campaigns.
