
Emma Bloomberg is a civic entrepreneur and nonprofit leader with a career focused on community-driven change and civic innovation. Bloomberg earned a bachelor's degree in English and medieval literature from Princeton University, a Master of Public Administration from Harvard Kennedy School, and a Master of Business Administration from Harvard Business School.
Early in her career, Bloomberg worked on her father Mike Bloomberg's first mayoral campaign and later contributed to city government initiatives, including the creation of 311, New York City's non-emergency services line. She served as chief of staff at Robin Hood Foundation, a nonprofit dedicated to fighting poverty in New York City. During her seven years at Robin Hood Foundation, Bloomberg identified a gap in the nonprofit sector: while philanthropy addressed immediate crises, it often lacked the tools to prevent future challenges, and community organizations needed better data solutions to drive systemic change.
Bloomberg founded Murmuration, a nonprofit technology company named after flocks of starlings, to address these needs. Murmuration partners with local organizations to enhance civic engagement by providing data, technology, and research to build healthier and more equitable communities. The organization initially focused on K-12 public education, supporting community-focused organizations with technology and data infrastructure to mobilize communities effectively. Under Bloomberg's leadership, Murmuration has developed proprietary tools, curated off-the-shelf solutions, and conducted original research, including studies on Gen Z civic behaviors and a continuous tracking survey of Americans nationwide.
Bloomberg has articulated the importance of being a mission-driven technology company and chose to incorporate Murmuration as a nonprofit to better serve community-based organizations. She has been recognized by USA Today as one of its Women of the Year, honoring her impact on communities.
Bloomberg serves as a board member of Bloomberg Philanthropies, KIPP Foundation, Leadership for Educational Equity, Undaunted K-12, and the National Alliance for Public Charter Schools. She has advised the Mayoral Leadership in Education Network at Harvard Kennedy School and chaired the Stand for Children Leadership Center. Alongside her sister, she runs the Emma and Georgina Bloomberg Foundation, supporting education and animal rights initiatives.
