Elan Carr

Elan Carr has a wealth of knowledge and experience from his roles as a U.S. diplomat, criminal prosecutor, military officer, and community leader. Currently, he holds the position of CEO at the Israeli American Council. In addition to this, he serves as a visiting fellow at the Heritage Foundation, a teaching fellow at the University of Southern California, and a member of several for-profit and non-profit boards of directors.

From January 28, 2019, to January 20, 2021, Carr held the position of United States Special Envoy for Monitoring and Combating Anti-Semitism. As the senior diplomatic representative of the United States, and the chief advisor to the Secretary of State on the subject of anti-Semitism, he directed U.S. policy and programs aimed at combating this issue. His tenure involved negotiating agreements with foreign governments, launching initiatives in several countries, and conducting an aggressive, global public diplomacy campaign which included over 180 speeches throughout the world.

Before his appointment on a federal level, Carr was a Deputy District Attorney for Los Angeles County for over a decade. His focus was on prosecuting violent felony crimes, including cases involving Southern California’s most notorious criminal street gangs, sexual assault, domestic violence, and child molestation crimes. Notably, he was one of LA County’s few specially-designated animal cruelty prosecutors.

In the U.S. Army Reserve, Carr serves as an officer and has received multiple awards for his two decades of military service. He is an Iraq War veteran who spent nearly a year on military deployment in Iraq in 2003-04, where he helped to lead a joint anti-terrorism team and prosecuted terrorists. Furthermore, he contributed to establishing an independent Iraqi judiciary and trained Iraqi judges on constitutional law and criminal defense.

As an active participant in the political landscape, Carr ran as the Republican candidate for the U.S. House of Representatives in California’s 33rd Congressional District in 2014, and for the Los Angeles County Board of Supervisors in 2016. His commitment to politics also saw him serve as the 71st international president of Alpha Epsilon Pi, the world's largest Jewish fraternity, as well as a voting member of the Conference of Presidents of Major American Jewish Organizations, and a member of the National Council of AIPAC.

Elan Carr is married to Dr. Dahlia T. Carr, a rheumatologist in private practice, and they have three children, Hannah, Rachelle, and Samuel.
