Caroline D. Pham

Caroline D. Pham is the acting chairman of the U.S. Commodity Futures Trading Commission (CFTC), with expertise in financial regulation, capital markets, and digital innovation. With more than two decades of experience in law and finance, including over 10 years specializing in crypto and digital assets, Pham has played a significant role in shaping regulatory policy and market structure. Her tenure at the CFTC, following a unanimous Senate confirmation, has focused on promoting market access, competition, and liquidity, as well as sponsoring the agency’s Global Markets Advisory Committee.

Before her appointment to the CFTC, Pham held senior executive roles at Citigroup, where she led strategic initiatives in market structure, regulatory affairs, and compliance. She has advised boards, executive management, and global policymakers on systemic risk, prudential regulation, and the evolving landscape of fintech and digital assets.
