Anne Neuberger

Anne Neuberger is an expert in cybersecurity, risk management, and emerging technology policy, with a career spanning senior roles in the private sector, the U.S. military, the National Security Agency, and the White House. Neuberger holds an MBA and a Master of International Affairs from Columbia University and began her government service as a White House Fellow, working for the Secretary of Defense before serving as Deputy Chief Management Officer of the Navy. Her understanding of geopolitical risk is informed by personal experience, as her parents were among the passengers on the hijacked Air France flight rescued during Operation Thunderbolt at Entebbe Airport.

Neuberger joined the National Security Agency, where she held leadership positions including leading the agency's cybersecurity mission, co-leading NSA and U.S. Cyber Command's election security effort, and overseeing intelligence operations for an organization of more than 20,000 people globally. She served as Director of NSA's Commercial Solutions Center and as the agency's first Chief Risk Officer, establishing its enterprise risk management program. Neuberger also founded and led the Cybersecurity Directorate, a 4,000-person organization that included NSA's first unclassified body for sharing threat information with the private sector. Her work has been recognized with the Department of Defense Distinguished Civilian Service Award, NSA's Distinguished Service Medal, and a Presidential Rank Award.

Neuberger served as Deputy Assistant to the President and Deputy National Security Advisor, where she was responsible for national policy on cyber and emerging technologies, including quantum computing, spectrum, advanced telecommunications such as 5G and 6G, and aspects of artificial intelligence policy. She led international coalitions to address transnational threats, including establishing the U.S. Counter Ransomware Initiative, which expanded to 70 partner countries. Neuberger also coordinated interagency responses to major incidents such as the SolarWinds supply chain attack, which revealed vulnerabilities in software update mechanisms exploited by Russian intelligence.

After her White House service, Neuberger became the Frank E. and Arthur W. Payne Distinguished Lecturer at Stanford University, a Distinguished Fellow at both the Hoover Institution and the Royal United Services Institute, and a strategic advisor at the Johns Hopkins University Applied Physics Laboratory. She delivered the Payne Distinguished Lecture at Stanford, discussing the need to rethink cyber deterrence to defend critical infrastructure. Neuberger has also addressed topics such as China, artificial intelligence, and the transatlantic relationship at the WORLD.MINDS meeting in Washington, D.C. Her career reflects a combination of operational intelligence experience, high-level policy leadership, and expertise in the technological forces shaping global security, establishing her as a leading voice in cybersecurity and emerging technology.
