Alice Hm Chen

Alice Hm Chen, MD, MPH, serves as executive vice president and chief health officer at Centene Corporation, the nation’s largest Medicaid and Marketplace managed care organization. In this role, Chen is responsible for developing and implementing strategies, policies, and programs that improve population health for more than 28 million members nationwide. Her career focuses on advancing health equity and improving care for under-resourced communities, spanning patient care, public health, policy, and academic medicine.

Chen’s professional experience includes leadership roles in both government and health systems. She previously served as chief medical officer at Covered California, where she led healthcare strategy focused on quality, equity, and delivery system transformation, and as deputy secretary for policy and planning at the California Health and Human Services Agency. In these positions, Chen contributed to health policy initiatives on affordability and access, and played a leadership role in California’s response to the COVID-19 pandemic, overseeing efforts in strategic reopening, hospital surge planning, equity, and data analytics. Earlier, she was the inaugural chief medical officer and deputy director for the San Francisco Health Network and served as chief integration officer at Zuckerberg San Francisco General Hospital, where she founded the eConsult program.

Chen has held faculty appointments at University of California, San Francisco, and Stanford University, and has published in leading medical journals. She is a graduate of Yale University, Stanford University School of Medicine, and the Harvard School of Public Health, and is a fellow of the Commonwealth Fund and a member of the Aspen Global Leadership Network. Chen’s expertise in healthcare transformation and health equity is reflected in her public speaking engagements at national conferences and advisory forums.
