Mansour has served as the Chairman of the Egypt-U.S. Business Council, and was also the President of the American Chamber of Commerce in Egypt, as well as the Secretary General of the Egyptian Center for Economic Studies (ECES).
From early 2006 until October 2009 Mansour was appointed as the Minister of Transport, one of the largest service ministries employing up to 280,000 people, and overseeing 23 affiliate authorities in five main sectors: roads and bridges, railways, metro, river transport, and maritime transport and ports.
