Deborah C. Peel, M.D. Biography
Deborah C. Peel, MD is a practicing psychiatrist, psychoanalyst and renowned national health privacy expert.
She learned about privacy in 1977 when some of her first patients paid for their care to ensure that their records would never be disclosed.
She first worked on health privacy in 1993, during the Clinton Healthcare Initiative, which required all doctor-patient visits to be tracked in a national health data base, even if patients paid for treatment themselves.
In 2004 Dr. Peel founded Patient Privacy Rights, now with 10,000 members in every state. Patient Privacy Rights’ is the nation’s premier guardian and advocate for health privacy rights.
Dr. Peel also leads the bipartisan Coalition for Patient Privacy, representing 10 million Americans. The Coalition added historic privacy rights to ARRA: a ban on sales of PHI, audit trails, segmentation, breach notice, the right to prevent disclosure of PHI for payment and HCO if payment is out-of-pocket, and encryption.
Since 2007, ModernHealthcare magazine’s readers have elected her one of the “100 Most Powerful in Healthcare”.
