Julian Aguon Biography
Julian Aguon is a Chamorro human rights lawyer, writer, and activist from Guam whose work focuses on Indigenous rights, climate justice, and decolonization. Aguon is the founder of Blue Ocean Law, a firm dedicated to Indigenous rights and environmental justice, and serves on the council of Progressive International, a global collective advancing social justice initiatives. He established Blue Ocean Law to strengthen Pacific-led legal capacity in addressing climate change, colonialism, and environmental challenges, working closely with Indigenous peoples and frontline communities.
Aguon has developed a career as an international lawyer and scholar, representing significant legal cases in the Pacific region. He has argued before the International Court of Justice in a case concerning state obligations related to climate change, representing Vanuatu from the campaign to engage the United Nations General Assembly to the advisory opinion proceedings. Blue Ocean Law has represented Vanuatu, the Melanesian Spearhead Group, and the Organisation of African, Caribbean, and Pacific States before the International Court of Justice in climate change advisory opinion proceedings. Aguon's work, activism, and scholarship address international law and human rights, particularly self-determination, demilitarization, and the rights of peoples in non-self-governing territories, with representation before the United Nations Fourth Committee and the United Nations Permanent Forum on Indigenous Issues.
Aguon is also an author whose writing highlights the experiences of Pacific peoples. As a Pulitzer Prize finalist, his books and articles, including the essay collection "No Country for Eight-Spot Butterflies," explore themes of Indigenous identity, environmental justice, and the impact of militarization on Guam. He was nominated for a Pulitzer Prize for his essay "To Hell With Drowning" in The Atlantic. "No Country for Eight-Spot Butterflies" blends storytelling, poetry, memoir, and essay, addressing topics such as Indigenous medicine, racism, queerness, and the effects of U.S. military presence in Guam. His earlier works include "What We Bury at Night: Disposable Humanity," "Just Left of the Setting Sun," and "The Fire This Time: Essays on Life Under US Occupation."
Aguon's work has been recognized with several honors. He and Pacific Islands Students Fighting Climate Change share the Right Livelihood Award, known as the "Alternative Nobel Prize." The Right Livelihood Foundation recognized Aguon for advancing climate justice at the international level. He also received an Honorary Doctorate of Humane Letters from the University of Hawaiʻi for his contributions to human rights and climate justice. Aguon was named to the TIME100 Next list, with former United Nations climate chief Christiana Figueres noting his approach to law as a tool for transformation.
Aguon has delivered keynote addresses and lectures at institutions such as Gonzaga University and the University of Hawaiʻi at Mānoa, where he served as the Dan and Maggie Inouye Distinguished Chair in Democratic Ideals. During his time at the University of Hawaiʻi, he co-taught Pacific Island Legal Systems, engaged with community leaders, and delivered a public keynote address titled "On Earning Hope for the Future." Aguon has stated that Indigenous peoples hold key insights for addressing global environmental challenges and emphasizes the importance of rights-based climate litigation led by Indigenous communities.
