Horace Cooper

Horace Cooper is a legal commentator, policy advocate, and author with a career at the intersection of law, politics, and public affairs. Cooper serves as chairman of Project 21, a senior fellow with the National Center for Public Policy Research, and is a regular TV and radio commentator. Project 21, sponsored by the National Center, is a national leadership network of Black conservatives that provides research and commentary on public policy issues from a conservative Black perspective to U.S. news media and African American community newspapers and media outlets.

Cooper's professional background is rooted in law and government service. He served as a visiting assistant professor of law at George Mason University School of Law, where his research focused on U.S. intellectual property rights policy, the role of the United States Supreme Court in the American constitutional system, political forecasting, the legislative process, and federal labor law. He previously served as counsel to Richard K. Armey, majority leader of the United States House of Representatives. Cooper has also held senior roles in the George W. Bush administration, including chief of staff at Voice of America and the Department of Labor's Employment Standards Administration.

As a media personality, Cooper has reached broad audiences across the political spectrum. He has appeared on CNN, MSNBC, and Fox News, as well as in a variety of print publications. His television credits include appearances on "Fox News Sunday," "FOX News Tonight," and "Real Time with Bill Maher." He averages more than 400 talk radio appearances per year representing the National Center and Project 21, in addition to regular television appearances and interviews by print media.

Cooper is also an author whose books have contributed to national conversations about race, policy, and politics. In his book "How Trump Is Making Black America Great Again: The Untold Story of Black Advancement in the Era of Trump," Cooper explains how Trump's economic policies—including lowering taxes, eliminating regulation, and renegotiating trade agreements—produced a boon to Black America. He is also the author of "Put Y'all Back in Chains: How Joe Biden's Policies Hurt Black Americans." In addition to his work at the National Center, Cooper is a senior fellow with the Heartland Institute and the director of law and regulation at the Institute for Liberty. Across his platforms, Cooper provides legal expertise and perspective on African American advancement and conservative public policy to audiences nationwide.
