Booz Allen Hamilton Vice President Brian Legan is a leader in the firm’s justice and homeland security business. Previously aligned to the firm’s energy, transportation, and environment business, he led Booz Allen’s Civil Aviation business and was a leader in the firm’s Systems Engineering & Integration (SE&I) Center of Excellence (COE). He develops and deploys the full range of the firm’s capabilities to support large, complex infrastructure modernization projects that are vital to national and global transportation, energy, environment, and sustainability imperatives.
Mr. Legan has over two decades of experience in the aerospace and transportation industries. He works with public and private sector clients on complex, large-scale initiatives, such as the implementation of the Next Generation Air Transportation System (NextGen) in the United States. Mr. Legan also works with clients across the transportation industry on objectives, such as integrated mobility solutions, re-imagining infrastructure, enterprise systems integration, and cyber/network-centric operations.
He has supported a distinguished list of clients, including Federal Aviation Administration (FAA), Joint Planning & Development Office (JPDO), National Aeronautics and Space Administration (NASA), National Transportation Safety Board (NTSB), Transportation Security Administration (TSA), Department of Defense (DOD), European Commission (EC), international civil aviation authorities (CAAs), air navigation service providers (ANSPs), airports, airlines, and aerospace corporations.
The FAA presented Mr. Legan with an “Outstanding Contributor Award” for exceptional leadership in areas such as business case analyses and enterprise architecture development to guide NextGen implementation and integration. Mr. Legan and his colleagues were previously named “Best Consultancy Advisor to the Air Navigation Services Industry” based upon a global survey of over 400 aviation industry professionals conducted by Air Traffic Management magazine. NASA also presented him with its “Turning Goals Into Reality (TGIR)” Award for accomplishments in advancing the research, engineering, and development of air traffic management and avionics systems.
Mr. Legan and his colleagues recently partnered with Harvard University to conduct an executive-level summit regarding “Assuring the Transition to the Next Generation Air Transportation System – A New Strategy for Networked Governance”, which included CEOs, COOs, top government officials, and executives from across the industry. He now works with public and private sector organizations to develop new approaches to re-imagine, rebuild and re-invent how we use our mobility, energy, water, and natural infrastructures to stimulate economic growth.

Mr. Legan began his career as a Crew Systems Engineer at McDonnell Douglas Corporation where he helped design and implement advanced avionics systems. Prior to joining Booz Allen in 1998, he was a Director at a Washington, DC-based consulting firm and a Manager of Operations Engineering at a Maryland-based technology company.
Mr. Legan is an active member of several professional societies, including Aero Club of Washington, DC, Air Traffic Control Association (ATCA), Civil Air Navigation Services Organization (CANSO), American Association of Airport Executives (AAAE), International Council on Systems Engineering (INCOSE), and the American Institute of Aeronautics & Astronautics (AIAA).
He also actively contributes to youth, community, and charitable organizations. He previously served as a fundraising Board Member for the Washington DC-Metro Chapter of the Cystic Fibrosis Foundation and currently serves on the Air Traffic Control Association (ATCA) Scholarship Board and the Board of Directors for Rebuilding Together, a leading nonprofit working to preserve affordable homeownership and revitalize communities. He is also involved in youth sports including United States Specialty Sports Association (USSSA) Baseball and the Northern Virginia Youth Wrestling Federation.
Mr. Legan earned a B.S. degree from the University of Illinois at Champaign/Urbana and a Master’s degree from George Mason University.
