The firm's mission is to empower veterans' and military families through communications grounded initiatives and collaborative alliances that lead to greater awareness of veterans’ needs and expanded access to economic and social resource opportunities.
Under Fred’s leadership, ScoutComms has won a Gold SABRE from the Holmes Report and two coveted Public Relations Society of America Silver Anvil awards for outstanding support to The Home Depot. In addition, the Stafford County Virginia Economic Development Authority named ScoutComms the 2013 ‘Entrepreneur of the Year’ and the ‘Best Place to Work’ for businesses under 25 employees. Wellman was selected as the 2014 Veteran Business Champion of the Year for Virginia by the U.S. Small Business Administration’s Richmond District for his advocacy of veteran entrepreneurship. He has also appeared on the HillVets 100 list of most influential veterans supporters for two years in a row and was recently named the Virginia Small Business Veteran of the Year by the Virginia Small Business Development Center Network.
Wellman served over twenty years in the Army, as an officer in aviation and public affairs. Over four combat tours, Wellman served in multiple capacities in aviation and public affairs most notably as the Chief of Public Affairs and official spokesman for General (retired) David Petraeus, and current Chairman of the Joint Chiefs General Martin Dempsey with Multi-National Security Transition Command-Iraq. He is an Army Ranger and Senior Aviator.
He supports a number of veteran-oriented causes. He served as the Vice Chairman of the Fredericksburg Area Veterans Council and was the first Community Outreach Director for Team Red, White & Blue Fredericksburg. Wellman is also a member of the University of Mary Washington Center for Economic Development’s Veteran Owned Business Executive Roundtable. He is a member of Team Red, White & Blue, Team Rubicon, the American Legion, and the Veterans of Foreign Wars. He sits on the Washington D.C. Advisory Board to U.S. Vets, Inc. and the American Legion’s Small Business Task Force and is a member of the Boards of Advisors for No One Left Behind.
Wellman holds a Bachelor’s of Science in International Relations from the United States Military Academy at West Point. He later attended the Harvard Kennedy School of Government as a Presidential Scholar/Public Service Fellow and Center for Public Leadership Fellow graduating with a Masters of Public Administration as a Lucius N. Littauer Fellow for outstanding academic achievement, public service, and future leadership potential.
