Sipho Moyo Biography

Sipho joined ONE on July 1, 2010 from the African Development Bank (AfDB) where she spent 12 years and worked in four different departments and four countries. Her last position at the ADB was Resident Representative in Tanzania (2007-2010) where she managed the Bank’s largest portfolio of nearly USD 1 billion of which 60 percent consisted of infrastructure projects (roads/rail/power/water) and the rest was shared between health, education, agriculture, tourism, good governance and institution building. In addition to managing the Bank’s largest multi-sector portfolio Sipho also led the country-level Policy Dialogue between the Government of Tanzania and the donor community, in her capacity as Chair of the General Budget Support group of 14 development partners (4 multilateral and 11 bilaterals) which include AfDB, Canada, Denmark, DFID, European Commission, Finland, Germany, Ireland, Japan, Netherlands, Norway, Sweden, Switzerland and the World Bank. She was the first Representative of a multi-lateral institution to have Chaired GBS in Tanzania which is also the largest GBS in Africa and has traditionally been chaired by the bilateral donors. She handed over the position of GBS Chair to the Norwegian Ambassador when she left Tanzania to join ONE. Before being appointed to the position in Tanzania, Sipho headed the ADB office in Nigeria, the largest shareholder of the ADB, for one year having prior to that been the Bank’s Principal Country Macroeconomist. Sipho comes to ONE with over 18 years of international development experience, having worked with other multilateral organizations namely the World Bank (MENA region) and the UN (Habitat in Nairobi; and IFAD in Rome) before joining the ADB in 1998. Her previous positions at the ADB include Senior Research Economist and Managing Editor of the African Development Review; and Principal Strategic Planning Economist in which role she helped to pioneer the Strategic Planning function of the ADB and played a lead role in designing and developing the Bank’s first Balanced Score Card. Previously Sipho also worked for the US Department of Housing and Urban Development (HUD) as a Special Research Affiliate on President George H. Bush’s Blue Ribbon Commission on Affordable Housing. Prior to that she taught undergraduate economics and statistics while studying for her PhD as a Sasakawa Peace Foundation Fellow at Howard University (Washington DC).
